Contract Changes
In general, none at this time for Northern California. Next package increases for Northern California and Northern Nevada are not until next March, 2027. For Northern Nevada, a CELSA/Local 3 Labor Management Committee met to slightly adjust Nevada apprentice percentages and to adopt a maintenance of benefits provision - which predesignates certain increases from the existing March, 2026 package increase and future package increases - in order to address severe manning availability issues in Nevada and Pension and Pensioned Health and Welfare shortages in Nevada only. A copy of the Memorandum of Agreement for Northern Nevada outlining these changed terms is enclosed with this edition of the Teleskope.
Also, Nevada employers should be mindful that a new law, NRS 338.01165 otherwise known as the Apprenticeship Utilization Act (AUA) went into effect on Nevada public works last year. It imposes minimum apprentice manning ratio and conditions that are well under those ordinarily required under our NCSJAC standards or variances, but importantly it mandates that all contractors and subcontractors who employ workers on public works projects pursuant to NRS 338.040 report to the Nevada Labor Commissioner’s office the hours worked in the previous calendar year for all skilled workers in all classifications (including field surveyors) and the hours worked by apprentices of those classifications.
